How a neighborhood reinvented itself
Saint-Roch experienced one of the most spectacular turnarounds in Quebec's urban history over the past thirty years.
In the 1980s and 1990s, Saint-Roch was the symbol of Quebec City's urban decline. Deindustrialization had emptied its factories, the underground shopping mall had drained street commerce, and abandoned buildings gave the neighborhood a ghost town atmosphere in the heart of the capital. The City of Quebec then took a risky bet: to invest heavily in revitalizing the neighborhood by attracting cultural institutions, tech companies, and artists.
The bet paid off beyond expectations. In twenty years, Saint-Roch went from an abandoned neighborhood to the most dynamic area in Quebec City. Le Méduse, a multidisciplinary artistic complex housed in former industrial buildings, was one of the catalysts of this transformation. Artists followed, then restaurateurs, then tech entrepreneurs.
